(Reuters) – The U.S. government has charged nine Russian hackers with intruding into the computers of four Democratic Party organizations, seeking information on voter rolls in the 2016 U.S. presidential election and working to recruit American operatives to the Kremlin’s sway efforts.

The charges against the nine men – two of them from the hacker collective called the “Cozy Bear” group, which is known for stealing email and phone logs from computer networks across the globe – include conspiracy to access a computer system with the intent of committing a crime and three counts of unauthorized access to a protected computer.

Charges against the nine individuals were filed in U.S. District Court in Washington, the Department of Justice said.

“The individuals charged today did not act alone, but were part of an international ring based in Russia,” the department said in a statement.

U.S. authorities accused the Russian hackers in a 27-page complaint that detailed their computer intrusions in recent years and revealed a “long-running” conspiracy to gain access to U.S. political organizations.

The complaint, obtained by Reuters, accused the hackers and one or more Russian government “agents” of seeking to “influence the U.S. election” by gathering intelligence in 2016 on Hillary Clinton’s campaign and Democratic Party organizations.

It accused the co-conspirators of using an array of computer tools to penetrate networks of the Democratic National Committee and Hillary Clinton’s presidential campaign, as well as of attempting to enlist “current and former members of Congress and elected officials” to travel to Russia to participate in “activities designed to influence the U.S. presidential election.”

There were no immediate reports on how the hackers penetrated those Democratic organizations. A spokesman for the DNC said the group had not accessed DNC systems.
