Mr. Moore saw on the front seat a woman clutching a child who was covered with scratches and cuts.
“She said she didn’t take care of him,” Mr. Moore said. “I don’t know if that woman is in the wrong with what she’s doing, but if he’s not going to be taken care of, what’s the point of trying to take care of him?”
