Development projects that meet the requirements stated in the National Research Act and are supported by a NRC grant to an institution or organization.
Public-private partnerships that meet the requirements stated in the National Research Act.
Contracts that meet the requirements stated in the National Research Act.
Note: Grants from the Department of Defense (DOD) do not require funding agreement.

How does DOD award NRC grants?
The purpose of DOD awarded grants are:
To support innovation and growth in the natural and physical sciences and engineering, to help support research and development (R&D) projects and to fund technical training and related activities. Grants are awarded to universities, academic departments and laboratories, and nonprofit organizations.
What is a national R&D program?
The Secretary is authorized to establish national R&D programs to support national research goals and to address national priorities. These programs are funded at levels that are determined by the Secretary based on priorities established by Congress.
The national R&D program consists of one or more national objectives; one or more strategic or research priority areas and one or more funding categories.
Where is it necessary to establish national purposes?
Funding sources may only be used to support established national purposes for national R&D projects. The purpose and objectives of a national R&D program may be different from or similar to national R&D goals for a project.
How can DOD make determinations about a project’s R&D purposes and objectives?
The Secretary uses a variety of methods, including criteria based upon objective reports or peer-reviewed literature, to determine the purpose and objectives of the project. The Secretary must determine whether a project’s R&D purposes and objectives are consistent with the national R&D goals and objectives.
Is there a requirement to provide the R&D goals and objectives for each NRC project?
No. But a review of the purpose and objectives of the program will permit consideration of the R&D goals and objectives for project purposes. The National Research Council established the National Research and Technology Policy Committee (NRTC) to establish program objectives.
